APPLICANT REQUESTS THAT:
His record be corrected to reflect award of the following
decorations and medals:
The Air Force Outstanding Unit Award (AFOUA).
(Administratively corrected)
The Air Force Organizational Excellence Award.
The Air Defense Weapon Center Award.
APPLICANT CONTENDS THAT:
He earned the awards while he was assigned to the 2021st
Communications Squadron (CS); however, he did not receive them and
they are not listed on his DD Form 214, Report of Separation from
Active Duty, issued in conjunction with his 13 Sep 77 separation.
His untimely application should be waived in the interest of
justice because he just recently became aware that these awards
were in effect.

Exhibit A.
STATEMENT OF FACTS:
On 14 Sep 73, the applicant enlisted in the Regular Air Force, for
a period of four years.
The applicants DD Form 214 included award of the NDSM and the Air
Force Longevity Service Award (AFLSA).
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the applicants request to be
awarded the Air Force Organizational Excellence Award and the Air
Defense Weapon Center Award. There is no official documentation
the applicant was directly assigned to the Air Defense Weapons
Center.
The applicant was assigned to the 2021 CS between 14 Sep 73 and
13 Sep 77.
The 2021 CS was awarded the Air Force Outstanding Unit Award for
the following award inclusive periods: 1 Jan 75 to 31 Dec 75,
1 Jan 76 to 31 Dec 76, and 1 Jan 77 to 31 Dec 77. After a
thorough review of the applicant's official military personnel
records.
The Air Force Weapons Center received award of the Air Force
Organizational Excellence Award for the inclusive period of 1 Jun
73 to 30 Jun 75. However, they were unable to locate official
documentation to verify the applicant was assigned to the Air
Defense Weapons Center during the inclusive period of their award
of the Air Force Organizational Excellence Award.
Although the Air Defense Weapons Center was awarded the Air Force
Organizational Excellence Award during the applicant's assignment
to a subordinate unit, the 2021 CS, the Air Force Organizational
Excellence Award is not shared by numbered subordinate units
without an exception to policy request. DPSID were unable to
locate an exception to policy request verifying the applicant's
direct unit of assignment shared in award of the Air Force
Organizational Excellence Award awarded to the Air Force Weapons
Center; therefore, rendering the applicant ineligible.
DPSID was unable to verify award of the Air Defense Weapons Center
Award as it is not an official award of the Department of Defense
or the United States Air Force. To grant relief would be contrary
to the criteria established by DoDM 1348.33, the Secretary of the
Air Force, Chief of Staff, and/or the War Department.
The applicants record will be administratively corrected to
reflect award of the Air Force Outstanding Unit Award with two
Bronze Oak Leaf Clusters (AFOUA w/2BOLC).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 25 Apr 14 for review and comment within 30 days (Exhibit D).
As of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. After careful consideration of applicants request and the
available evidence of record, we find the application untimely.
The applicant did not file within three years after the alleged
error or injustice was discovered as required by Title 10, United
States Code, Section 1552 and Air Force Instruction 36-2603, Air
Force Board for Correction of Military Records. The applicant has
not shown a sufficient reason for the delay in filing on a matter
now dating back over 37 years. Additionally, we are not persuaded
the record raises issues of error or injustice which requires
resolution on the merits. Therefore, other than the relief that
has been already granted administratively, we cannot conclude it
would be in the interest of justice to excuse the untimely filing
of this application.
THE BOARD DETERMINES THAT:
The application was not timely filed and it would not be in the
interest of justice to waive the untimeliness. It is the decision
of the Board, therefore, to reject the application as untimely.
